You are required to choose the Status when editing Goals, Numbers, and Reports during Quarterly Planning. So what is the difference between draft and locked status?
Save it as a "draft" if you think the Goal needs review;
Change it to "locked" when you have decided to commit.
Apply the same logic with Status in Numbers and Reports.
You can revert your status to draft if you change your mind.
